Amir Ghavibazoo, PhD

Director of Infrastructure Infrastructure Engineering | Pavement Engineering & Materials

Dr. Amir Ghavibazoo is the Director of Infrastructure at Twining, Inc., where he leads the firm's infrastructure engineering practice and supports public agencies, construction managers, and industry partners on complex infrastructure and pavement-related projects. Since joining Twining in 2014, he has served as a technical advisor and project leader on a wide range of public works and transportation projects throughout California, with particular expertise in pavement engineering, materials, construction quality, and pavement asset management.

Amir is a recognized subject matter expert in pavement engineering and asphalt materials, with extensive experience in pavement evaluation and design, rehabilitation and preservation strategies, pavement management systems, forensic pavement investigations, asphalt materials and mix performance, and construction quality assurance. His work combines engineering analysis, field and laboratory evaluation, and practical construction experience to help agencies develop cost-effective, constructible, and long-term infrastructure solutions. Throughout his career, Amir has worked closely with cities, transportation agencies, consultants, and contractors to address challenging pavement and materials issues, develop project-specific engineering recommendations and specifications, evaluate pavement failures and performance, and implement emerging materials and technologies. He also serves on technical committees in California that contribute to the development and advancement of industry specifications and practices.

Amir earned his Ph.D. in Civil and Environmental Engineering from North Dakota State University, where his research focused on asphalt materials and pavement engineering. He also holds a Master of Science in Railway Engineering from Iran University of Science and Technology. His research has been published in leading peer-reviewed pavement and transportation engineering journals, and he has taught and presented on pavement design, materials, construction quality, pavement preservation, and emerging technologies to engineers and public-agency professionals.
